It took me over a year and several failed attempts using optimistic chartered engineers who were trying to obtain an "individual" certificate.
In the end an importer of mainly American motors, in Tarragona got the job done.
I am in Extremadura, and am told that there was no chance of getting matriculation here.
It appears that each Autonomous Region, and possibly Province, do things their own way.
The big missing link where the Zero is concerned, is not having type approval.
With that, and a related EuroCoC, a vehicle can be registered anywhere in the EU.
